If you cannot get the headrail to snap into the bracket, please make sure the brackets are evenly aligned and leveled, and that they are not set too far back into the window, allowing enough room to seat the headrail into the bracket and make it "snap" into place. For an inside mount, you only use one screw in the big oval hole on top of the bracket, not the two holes that are set back on top of the bracket.
